Then they had a public meeting at one of the church building I think where the Associate editor of the Heart Mountain Sentinel, uh Nobu Tawai who was the former president of the JACL in Pasadena. He always gave everybody the same answer, Yes Yes to both questions. And at that time this older gentleman (Kiyoshi Okimoto) who I found out later was a solar chemist from Hawaii, got up and he was a member of the ACLU at that time and he was uh a rough rough talkin’ gentleman. He got up and said you know everybody should think about the uh your uh constitutional rights have all been pounded on you know stepped on says you have no rights. And he said to think twice about signing yes to these questions this and that. And some of us that were there felt that uh well he’s expressing the same kind of feelings that some of us. And at that time he was calling himself the Fair Play Committee of One, going around the camp you know, and when he could get a group he would talk to them about the Constitution. So some of us thought well this fella knows what he’s talking about and let’s get together with him. And we got together with him and talked and had some meetings and uh and he ended up having a Fair Play Committee of many you know, and organized.

Frank Emi nasceu em 23 de setembro de 1916 em Los Angeles. Ele gerenciou os negócios hortifrutigranjeiros de sua família até que sua vida foi interrompida pela guerra. Emi foi enviado para Heart Mountain, em Wyoming, com sua jovem esposa e dois filhos.

Emi e muitos outros questionaram abertamente a constitucionalidade do encarceramento dos nipo-americanos. Ele ajudou a formar o Comitê de Justiça de Heart Mountain e protestou contra as ações do governo americano ao organizar resistência à convocação militar. Emi nem podia ser convocado para as forças armadas porque era pai.

O Comitê da Justiça argumentou que estavam dispostos a servir nas forças armadas, mas somente após que seus direitos como cidadãos americanos fossem restaurados e que suas famílias fossem libertadas dos campos. O governo condenou Emi e seis outros líderes por terem conspirado para escapar da convocação militar. Ele passou 18 meses na prisão. Oitenta e seis outros indivíduos presos em Heart Mountain foram processados e aprisionados por resistirem à convocação militar.

Após a guerra, Emi e os outros que resistiram à convocação militar foram ostracizados pelos líderes e veteranos nipo-americanos. Foi apenas no período da luta pela Retificação, cerca de quarenta anos mais tarde, que o Comitê da Justiça foi vindicado por ter tomado uma posição de princípio contra a injustiça.

Ele morreu em dezembro de 2010, aos 94 anos de idade. (Dezembro de 2010)
